The Muscat Securities Market (MSM) was established by a Royal Decree issued on June 21, 1988 to regulate and control the Omani securities market as well as to participate, effectively, with other organizations for setting up the infrastructure of the Sultanate's financial sector. After ten years of continuous growth, there was a need for better functioning of the market so their was a restructuring through two Royal Decrees. The Royal Decree dated November 9, 1998 set forth the new Capital Market Law that provided for the establishment of two separate entities, which were the Muscat Securities Market (MSM), where all listed securities are traded and the Capital Market Authority(CMA) that serves as the regulatory authority.

The MSM is a governmental entity, financially and administratively independent from the regulatory but subject to its supervision.
